How this report works
The numbers are problem reports from users in Switzerland, gathered every five minutes from a public outage-reporting service, which counts them in 15-minute windows. Spikes are kept exactly as the live status pages showed them. Each window is compared with the usual level for that service at that time of day: it counts as an outage when it has at least 12 reports, more than twice the usual level plus 8, and at least two and a half times the average of the surrounding 24 hours. A smaller rise, with at least 10 reports and more than one and a half times the usual level plus 5, counts as elevated. Windows no more than 15 minutes apart form one spike, and a spike belongs to the month in which it starts. Totals per day and hour spread each window over the clock quarter-hours it overlaps.
A spike means many people reported problems at the same time. It is not a measurement of downtime: a partial outage can draw few reports, and a news story can draw many. Popular services get more reports on an ordinary day, which is why each one is compared with its own usual level. All times are Swiss time.
