How to fix Terraform Cloud not working

Terraform Cloud is up on our end, so if it won't work for you, the problem is most likely on your side. Work through these in order:

Your browser tries to reach app.terraform.io over your own connection, right now. Nothing is sent to us or stored.

  1. Check the official status page

    Open https://status.hashicorp.com and read the current incidents and component status. If HashiCorp reports a problem with Terraform Cloud, your failure is not local, so wait for a fix. When the page is clear, move on.

  2. Refresh your CLI token

    Run `terraform login` in your terminal, then approve the browser prompt. When the command still returns an authentication error, run `terraform logout` and log in again. A stale token in `~/.terraform.d/credentials.tfrc.json` can cause that, so remove the file only after two failed refreshes.

  3. Bypass your proxy or VPN

    Disconnect from your VPN and retry the operation. If the CLI still fails while the browser works, run `unset HTTPS_PROXY` and `unset HTTP_PROXY` in your shell, then start a new terminal. On Windows, clear those variables in System Properties > Environment Variables.

  4. Check your cloud block

    Open your Terraform configuration and find the `terraform` block. Inside it, the `cloud` block must name the correct organization and workspace; a mismatch sends runs to a place your account cannot access. Run `terraform init` after you fix the values.

While Terraform Cloud is down: what to use instead

  • Terraform CLI Run plans and applies straight from your own machine against a local state file or a backend you control, which keeps a change moving while the app refuses to queue a run.
  • Official HashiCorp status page Check it before you retry anything, because it says whether HashiCorp has acknowledged the problem and is working on it.
  • A different remote backend Move the state to object storage your team already runs, such as S3 or Azure Blob, so locking and state reads keep working when the hosted backend is unreachable.
  • Public Terraform Registry Fetch providers and modules from the public registry or a checked-in local path when the private registry inside the service will not serve them.

What happens when Terraform Cloud goes down

Terraform Cloud is HashiCorp's hosted service for Terraform runs, remote state, VCS-linked workspaces, and policy checks. Platform engineers who ship infrastructure changes through it lose run queues, remote state, VCS webhooks, and API calls when the service goes down.

The web UI and API usually break first: you cannot load a workspace, runs sit queued, CLI commands time out, and the API returns server errors. VCS integrations fail next. Pull requests do not trigger runs, webhooks retry or fail, policy checks stall, and Sentinel evaluations never return a result, so a plan can hang before it starts. State operations can break too: workspaces show a lock that will not clear, remote state reads fail, applies leave resources half-changed, and run history loses the final status; problems are often partial, so one org, workspace, VCS connection, or API component can fail while the rest of the service keeps working, and a wider incident will slow runs and the UI for many teams.

Is Terraform Cloud down right now?
Look at the top. The status at the top of this page shows if user problem reports sit above their usual level, counted in 15-minute windows over the last 24 hours. Check the official status page for incidents, then retry login on phone data so you rule out your VPN.

Why is my run stuck on queued in Terraform Cloud?
You wait because agents stall. When all your private agents are busy or offline, new plans sit in queue until one frees up, so open your agent pool and restart any idle worker. Cancel the run and push it again after agents show healthy.

Why does Terraform Cloud stop starting plans when I push to GitHub?
Pushes skip planning when the VCS link breaks. If you revoked OAuth access or moved the repo, the webhook can no longer reach your workspace, so reconnect the VCS provider and check the branch filter in workspace settings. Push a test commit.

Why do I see a state lock error in Terraform Cloud before apply finishes?
Stuck runs hold locks. When a prior apply crashes or you cancel it mid-write, the workspace keeps the state locked until that run clears, so find the old run in the workspace history and let it finish. Queue your apply again after the lock clears in the run list.

Why can't I log into Terraform Cloud with SSO?
SSO fails for small reasons. When your identity provider session expires or your email no longer matches the organization member list, login loops back to the start, so ask an owner to re-invite you and confirm your SAML mapping. You keep API tokens working while you fix SSO because token auth uses a separate path.
