A Steam store purchase did not go through.
Fix it
How to fix "Your purchase has not been completed"
Try once or twice more with your billing details entered exactly right, without retrying over and over.
Turn off or remove any VPN or proxy, restart your computer and try again; Steam declines purchases made through anonymous proxies.
If it keeps failing, select the failed purchase on help.steampowered.com and contact Steam Support.
