Account recovery could not confirm it's you

Google shows this at the end of account recovery when it can't confirm that you own the account. Google says you can try again, and that using a familiar device, browser and place gives you a better chance.

Start account recovery again and answer every question, making your best guess if you are unsure.
Use a device and browser you often sign in with, from a usual place such as home or work.
Type the most recent password you remember, watching uppercase and lowercase letters.
Enter a recovery or contact email linked to the account, or choose Try another way if you can't open it.
Check your spam folder for an email titled Your Google support inquiry.
